That's definitely a crew member. Just like the guy in the blue parka in the background of the pilot. Remember that? Everybody was thinking it was a big clue, and then the DVD came out and you can see clear as day on the 'making of' that it's a guy running with an audio rig in the background.
Plus, these images aren't even from the film camera, they're taken by a still photographer and are usually from a completely different angle. There's a good chance that that part of the beach won't even appear in the final shot.

I'll vote for a crew member. We've seen things like these before in the promo shots. Either the shot is wider than what we see in the final cut or they haven't gone threw and editied stuff out.
Take everything with a grain of salt.

It looked like the guy had a bucket or something like that to me and the yellow thing definitely looks like a twin to the heroin plane.

It looks like a school bus. I go with the theory its a crew member and if it is a bus then it might have brought kids for a field trip or is some kind of crew transportation. I mean these jungles sometimes are probably right next to very populated areas.

Actually, where the guy is is the road. So that might be a car or house they tried to hide. I used to go surfing in the area when I lived in Hawaii, it's very close to the road and houses, so they have to mask out alot.
