That is an interesting scene to have included. I guess the implication is that the cop would be somehow able to see ahead of time that her mother would die, or that her mother was dead and Christian revived her, or ??? Definitely raises more questions.

Your right, the cop was indeed a jerk. He was likely rude to Claire because he someone think she might have cause the accident. Notice how he automatically assume that she ran into the car, and she was the one speeding. Claire had to correct him, and point out that a car/truck had hit them.
