This is a weird issue but I expected time to stop while Des was time tripping. But doesn't it appear that time keeps moving?
The soldier that bumped him and made him loose his change...didn't time stop.
But later, when he was getting Penny's number...didn't time keep moving while he was gone on his little time escapade.

No, time didn't stop when Desmond was gone. I think what happened when he went to get his change is that he stayed in the same position while he was gone, and I think to people passing him I guess he looked like he was a statue.

I don't think time ever stopped. Even with the soldier, we see him walking away at a distance. It wasn't far, but it wasn't as if he was right beside Des. And while Des tripped in Faraday's office, Dan mentioned it had been 75 minutes, so time didn't stop in 96 either.

They answered this in the episode. Des flashes back to the boat for what he thinks is about five minutes, but Daniel informs him he's been out for about 75 minutes in 1996. That lets us know that time does not stop while he's flashing.

The other question that's raised is where the 2004 consciousness is while the two Desmonds are ping-ponging and alternating blackouts. Also, I assume this can't work except between times where the traveler is physically present, so Charlie's appearing in the future doesn't seem to be the same thing.
Just having the same people in your life at the different times doesn't match up with anything remotely plausible about time travel, but it's a great metaphor.

I'm thinking we might want to explore the rules of "Out of Body Experiances" as to me this seemed more like that than actual time travel...

I wonder if his consciousness's change places. We clearly saw the 1994 Desmond consciousness in the 2004 Desmond body. So I wonder if at that time, the 2004 Desmond was in his 1994 body. That could be how the 2004 Desmond went back to the pub after the hatch implosion, because he definitely remembered the island when he went back that time. And, he recognized Charlie.
