Maybe Sayid has been keeping up-to-date on such matters (has he ever been to London?). In 1996 Penny's number would have begun 0171 or 0181, followed by 7 digits. In 2004 it would begin 0207 or 0208. Either Penny told Desmond too many digits or she knew the code would change in four years time and gave him the new code! Or TPTB didn't do their research... My point is, the number Penny gives to Desmond is not a real London number in 1996, only in 2004. In 1996, Penny gives her number as 79460893. This would mean her full number including area code would be 0171 79460893, which is one too many digits. In 2004, the number 0207 946 0893 would work. It has the right number of digits.
